16-19 Vulnerable Bursary Fund

Students who meet one of the four criteria below and who have a financial need can apply for a bursary of up to £1,200 per year. The £1,200 bursary reflects that students in the below groups may need a greater level of support to enable them to participate and continue in education. If eligible for the bursary, essential college costs such as bus pass, equipment or uniform can be taken from this amount, leaving the remainder to be paid into the student’s bank account on a weekly basis if the student has attended 100% of their classes and abides by the College’s rules and behaviour standards.

The defined vulnerable groups are students who are:

  • In care
  • Care leavers
  • Receiving Universal Credit in their own name because they are financially supporting themselves or financially supporting themselves and someone who is dependent on them and living with them such as a child or partner
  • Receiving Disability Living Allowance or Personal Independence Payments in their own right as well as Universal Credit in their own right

Children looked after by a local authority on a voluntary basis (section 20 of the Children Act 1989) or under a care order (section 31 of the Children Act 1989).

  • A young person aged 16 and 17 who were previously looked after for a period of 13 weeks consecutively (or periods amounting to 13 weeks), which began after the age of 14 and ended after the age of 16.
  • A young person aged 18 or above who was looked after prior to becoming 18 for a period of 13 weeks consecutively (or periods of 13 weeks), which began after the age of 14 and ended after the age of 16.

Alton Campus
Complete the 16-19 Vulnerable Bursary Application form and return to Student Travel & Support, HSDC Alton, Old Odiham Road, Alton, Hampshire, GU34 2LX with supporting proof of status or benefit.

Havant and South Downs campuses
Complete the 16-19 Vulnerable Bursary Application form and return to Student Travel & Support, HSDC South Downs, College Road, Waterlooville, Hampshire, PO7 8AA with supporting proof of status or benefit.

Alton Campus
If you qualify for the Vulnerable Bursary Scheme and you will require a bus or train pass to Alton Campus, please email travelandsupport@alton.hsdc.ac.uk with your details.

Havant and South Downs campuses
Complete the 16-19 Vulnerable Travel Application form and return it to the relevant campus at Student Travel & Support:-

HSDC South Downs Campus, College Road, Waterlooville, Hants, PO7 8AA with supporting proof of status or benefit.

HSDC Havant Campus, New Road, Havant, PO9 1QL with supporting proof of status or benefit.

If you do not have your current proof of benefit or evidence, please continue to complete the application form and supply the proof at a later date. This will enable the college to begin processing your application form.
